I don't think FIOS HD Service is required to use the Roku 3. I have cable internet service (20 Mbps, I think) and the Roku 3 streams content just fine. All you need is an HDMI cable, an open HDMI input connection on your television, and a way to connect to your network (either wired or wireless). Hope this answers your question.
