You do set up a roku account but that is free. You can attach a credit card or PayPal account to it. A very wide range of items are free. If you want certain applications, Hulu, Netflix or rental of current movies you have it charged to your roku account.

I did in order to receive Netflix and Hulu.

No. But you will only have access to basic functionality. If you want to acccess other services (Netflix, HBOGO, etc.) you will still have to pay for the subscriptions.
