I have a Roku Stick and a Roku Ultra. I programmed the Roku Ultra to work with my Harmony Elite. (I don't have a Harmony 700). The Harmony elite works beautifully with the Roku Ultra. Since the interface and functionality is virtually identical for the Roku stick and Roku Ultra I think it's safe to say that the Harmony 700 universal remote would work equally as well with the Roku stick. I'm very happy with the Roku Stick, Roku Ultra and Harmony Universal remote. I would not hesitate. Hope that's helpful.
