Yes, a router is needed to transmit the wifi signal to the Roku device. Don't forget that Roku requires high speed internet. If you have high speed internet then you may want to purchase a good router that will allow for the highest data transfer like a Netgear N600 or Netgear N450. Anything less makes no sense with high speed internet since it slows down the data transfer rate which reduces the speed of your wifi connection. Hope this helps.
