• yes, I have CEC/CRC enabled on my TV and the Roku on/off controls my TV on/off, and the Roku volume controls manage TV volume. I have a Vizio TV but most TV's settings menu has a CRC/CEC setting

• It depends on the TV. I have a old Samsung smart tv and the Remote turns it on and controls the volume too.
