Yes. I use a USB drive to watch media. Just plug into the Roku Ultra and use the Roku Media app.

Roku devices support USB drives that are formatted with the FAT16, FAT32, NTFS, EXT2, EXT3, and HFS+ file systems. Many new USB drives are pre-formatted with the exFAT file system, which is not supported. If you don't know which file system is used, insert the USB drive into an available USB port on your computer. When the drive appears on the desktop, right click on the icon with your mouse and select Properties on your PC, or Get info on your Mac. Please refer to https://support.roku.com/article/208754908 for more information about using the Roku Media Player to play videos, music and view photos from a USB drive.

The USB port on your TV is usually power out too, at least that is how I have used it. The HDMI port on the Roku is the video out, if you want to use a USB as video in you would need to get a HDMI to USB adapter.
