• I always use it as a personal item, along with an carry-on suit case. Mostly it could fit an underneath airline seat.

• Yes, I just flew on multiple planes with it and a couple of the aircraft were smaller and it fit under the seats nicely as a personal item. I had the bag pretty full but not over stuffed.
