• Disregard my previous answer. For some reason BB started showing me questions for a different laptop, which is confusing. For your particular model you are asking, it should still run Android Apps including Skype since it is a Chromebook.

• You can DEFINITELY use Skype, the Windows version of it. It won't run Android apps but you can run any Windows version of an Android app that is available. You can find these in the Microsoft Store.
