• No, but it has a USB so you can add a chromecast dongle for only $35 and get all the "smart" features. You handcuff yourself when you buy a smart TV since you cannot upgrade it as technology evolves.

• No. This is just a basic TV with tuner. No smart TV or network connectivity. For $30 more you can get all that with the Samsung UN24H4500AFXZA.
