Before mounting the stand to monitor, remove a small strip of black plastic. underneath this are two screws that adjust tilt resistance.

After looking at the back I decided to remove the monitor from the base and discovered that with a SIGNIFICANT amount of force I could tilt the top part of the base. So much so that I thought I would break the monitor if I had tried that with it attached. After I reattached the monitor and see how it all works it seems a little looser now although it does require force especially when tilting back. Seems like it needs a lubricant.

Sorry, there was a problem. Please try again later.I also had a hard time tilting at first but it does tilt. You just have to apply a little bit of pressure (move forward/backward). But I don't think height can be adjusted.
