“I have my sound bar attached to the TV via a digital audio cable. Why does the sound bar not automatically power-off when the TV is turned off. It does power-up automatically when the TV is turned on.”

If the soundbar is turning on when the TV is powered on it should also power off as well. Check your TV options. If that doesn't work it might be a defected soundbar or you are using the other options such as Bluetooth to another device. If that's the case if you turn off the TV then the soundbar will stay on.
