The base sort of does move, but just ever so slightly. It allows a small repositioning to adjust a bit from one side or the other. Realistically, I wouldn't definitely consider this base actually having a swivel feature.

The only major complaint I have with the UN32EH4003FXZA is that the construction feels flimsy and cheap; the base is thin plastic and doesn't give a feeling of stability at all, although it is doing the job of supporting the unit adequately so far. I wouldn't want to play with the position too much once I got it in place.
