Hi there! When The Frame TV is on Art Mode, the TV will still be on, but will be utilizing low energy consumption. You can purchase a monthly membership for $4.99 which allows you to choose from 1,200+ Artworks by 38 Galleries. ^Gina

The TV comes with some artwork and the subscription isn't necessary unless you want access to a larger library of artwork. You can also use your own photos--although that's not very user friendly unless they've updated that process recently.

Yes and yes. 

There is a subscription for the art service, but there are free images as well. You can also upload your own. 

The TV being “on” is correct but it goes into a lower power mode. It can shut off automatically after a set time.
