“It seems that the clothes on top just kind of sit there and swish around a little bit. Doesn't really seem like an effective cleaning method. More like a presoaking with a small amount of agitation. Anyone else see this? Is there a better setting to use?”

Yes, I have same problem. "It's how they function". Well, it doesn't work well. I add a gallon of water or so after I put clothes in (1/2 drum or less) to make the load "heavier", so more water is added to drum for wash/rinse. Silly, I know.
