“If there a way to soak clothes longer than the presoak cycle? For example, if I used the faucet in this model to fill up the tub and soak some clothes, would the water remain in there until I actually selected a cycle to begin?”

The Active Waterjet feature stops operating automatically when the washer detects the maximum water level. To drain the water added by the Active Waterjet feature, turn the power off to the washing machine. The water will drain automatically for few minutes, and then you can turn the power on again when the water is completely drain. We thank you for choosing Samsung! ^Lena
