• No, there is no built-in camera and mic. You would have to purchase a Samsung TV Skype Camera that they sell.

• It does not have a built-in camera, probably not a microphone either. You would have to plug in a compatible camera with microphone to be able to use it for video calls, or possibly just a microphone to make voice calls.
