Yes, you can, go to apps then browse for Spectrum and download it.

I think so - we have that cable service, but I think the App was already on the set as it identifies as Spectrum and not as cable box as it does on our other smart TV. One unique feature I know it has is that it comes with Apple TV, so do not need to purchase that separately, if you want access.
