Yes it does, when hooked up with antenna.

Yes, BUT it takes a million clicks and back clicks to get to it. The Smart function overrides all other functions. So if you do a lot of streaming and do not use a satellite system, you will love the TV. If you prefer to have your satellite override the Smart function, you will be frustrated beyond belief. That is why I returned mine. I had my satellite IT come to the house and nothing they could do would override the Smart function. My retailer, upon returning the Samsung, said there was a lot of returns based upon that as well, but otherwise it had great color and audio.
