• yes you photos can be load on to the frame. it does not need to be online after.

• I haven't turned the Wi-Fi off but the photos are actually saved to the TV so you shouldn't need to have it on all the time. It does not show unlimited photos, I think it's about 10 at a time. I was hoping I could use this as a Wi-Fi photo frame but it doesn't quite do that.
