• Yes it can work with HDMI to type, i suggest displayport to type c. It will provide the best result

• No you cannot utilize the USB-C ports as display ports. Only the Display Port, HDMI and dont forget micro-HDMI works as well. I'd suggest looking into a usb-c or mini-display port to HDMI source if you can. You'll receive the same frame rates as HDMI has advanced throughout the past couple years.
