• The top lips go over the counter so food doesn’t get in between the range and the counter. It isn’t included in the dimensions but it shouldn’t matter. The range height can also be adjusted.

• No, they are not. That measurement is 31”. However, they go above the countertop. I only have 30” total width and the oven fits perfectly. The top is designed to slightly cover the countertop, and not flush with it.
