Only with an antenna. They make ones now that work very well even in a basement. You cannot get local channels on wi-fi. They attach to the back and look like a converter box that sits on top. No need to run outside although they do have that option available. They are pretty economical but you may have to experiment with several kinds as some channels are harder to get than others.
