Freddie - Neo QLED TVs are powered by Quantum Dot technology and provide you with over a billion brilliant shades of vivid and lifelike colors that stay true without fading, regardless of the scene's brightness. OLED (Organic Light-Emitting Diode) panels use self-lit pixels to control colors of individual pixels to create life-like colors. It also allows the TV to turn individual pixels on and off to create deep blacks for incredible contrast when viewing HDR content. ~ Samsung Specialist

I.e. You have probably seen QLED screens bulbs go out and they leave you with a dark circle on your screen that you can still see the picture through possibly in various spots depending on how many LEDs have gone out. The grid panel lighting is used to illuminate the pixels and give you vivid colors and a very bright screens that perfect for bright areas. However, OLED TVs work completely differently instead of having bulbs illuminating the screen, the tv is illuminated by the pixel themselves. The picture quality has a higher dynamic range of color over most Neo-QLED TVs since each pixel gets to illuminate itself a black pixel can turn off instead of emulating a black. This in return gives you an infinite color and contrast since a black pixel right next to a red pixel can be as defined as the pixel resolution will allow. OLED TVs are not necessarily the brightest TV since there are no bulbs, illuminating it from behind. OLED TVs are great for movie watching especially in dark rooms since you won’t know where the edge of your TV is giving you a more immersive feel. The picture quality on an OLED is unrivaled since there is no need for bulbs, you get a thinner, sharper picture, and minimum color bleed great for viewing… Neo-QLED great for bright areas and large rooms.
