Yes, the bottom oven stays fairly cool. It doesn't stay cold, but not as warm as the top oven.

However, if you are using high temperatures in the upper oven, there may be some heat transference to the bottom oven. This means that while the lower oven is not actively heating up, it may rise slightly in temperature. ^Jecca
