I am pretty darn sure the refresh cycle is for already dry clothes, you know you didnt get to folding them while they were warm last night and you want to have less wrinkles. It is not a dry cycle, put rather a "redry" cycle

Since the Steam cycle requires both high heat and time to evaporate the water that's sprayed on the clothes in order to dry them, there are several possible causes of your clothes not drying completely when this cycle is selected. Here are a few things to check: - Does the load contain more than 4 items? Limiting the load to between 1 and 4 items for the Refresh cycle is recommended. - Are the vents clogged? If either the lint filter or the vents are clogged, this may impede air flow and cause the Dryer to shut off before the cycle is complete. - The cycle should run for at least 20 minutes, but more time may be necessary depending on the fabric and number of items. Please also make sure your gas connection is working properly so the high heat setting on the dryer can function.
