The Gigabyte B650 Eagle AX is a very good upper mid-performance card. It is well paired with a Samsung 990PRO. Again, the primary M.2 by the top PCIe slot looks like it has a heat-sink provided, so the advantage goes to which one costs less. Again, make sure you get the best PSU you can afford. All the voltage control on the mobo won't do you any good if the power supply isn't rock solid. Best of luck.

PS5s are a bit weak on cooling the SSD, which leads to throttling performance. So many manufacturers add heat-sinks on SSDs that they market to PS5 users. The Samsung 990 series run cooler than most, so the heat-sinks are probably unnecessary even on PS5s, but market competition is tough. Usually sells for $10 more than version without the heat-sink. Since your mobo is not a "high-performance" unit and not intended for AAA gaming or video/photo editing, you would only benefit from the heat-sink if your case has particularly poor air flow. Might I suggest that since your mobo isn't really rated for top performance, buy an SSD of similar performance. The Samsung 990 EVO Plus would be a better match and save you some money. And don't bother with a high-end video card. Your system doesn't merit one. What you will learn if you keep at this is to start with the end in mind. If you want a fire-breathing gaming beast, you have to start with the best mobo and PSU you can afford and build the rest from there. It is false economy to try to put top end parts on a mid-market foundation. It probably won't ever run quite right because your voltages won't be stable enough. Good luck on your build. You learn a lot on the first one.

The B650 EAGLE AX supports M.2 NVMe SSDs, and the 990 PRO w/heatsink is an M.2 NVMe SSD, making them a good match. The 990 PRO with heatsink is designed for tech enthusiasts, hardcore gamers and heavy-workload professionals who want blazing fast speed. The integrated heatsink disperses heat to maintain speed, power, efficiency and thermal control, preventing downtime overheating on consoles and PCs.
