Does the Samsung fast charge use energy when no phone is being charge, and if so how much? null

Dont know if it uses energy while not charging anything if so the amount is very little.

All chargers draw current when plugged in. Measured over a year it will add up. Either the manufacturer will have this information or you might find it on your power companies web site.

I think the only way you’re going to get that answer is by contacting either Samsung or getting a loop charge reader to place over the cord. 
I will say that the light stays off until you need it, and given that it activates only when you put a phone down on it (that’s qi-capable) there’s likely a small but insignificant power charge going to it.
