• It is a normal computer monitor as well as a self contained streaming device. So yes. Not a super high performance gaming monitor though. It has a nice remote but like quite a few getting the battery lid off can be difficult.

• You should be able to as it has 2 hdmi ports. Does your chrome book have hdmi? If not you will need a hub that has type c or usb to hdmi capability. I have that to use my Surface laptop and MacBook Pro with it.
