“I got the monitor and hooked it to the PC via HDMI, but now the sound seems to be really low through headphones. It is at 100% but only seems to be putting out about 30-40% of what it used to at 100% with my old monitor that did not have speakers.”

check your audio output to verify it isn't going through the monitor, not your headphones.
