“It's new. I plugged it to the wall. It blinked red, then green, then yellow, then off. I unplugged it. It will not charge my s10e cellphone. I'm unable to find any help.”

It has to remain plugged in to charge a phone. The light will turn red when it is charging and green when charging is complete. If the red light does not come on adjust the placement of the phone until the red light comes on. Make sure it is compatible to charge your particular phone.
