They are part metal and part plastic with a metal foil covering. The foil bubbles and peels from the heat of the oven during normal use. If you want them to look good you'd need to replace them yearly, so we just live with them looking bad. The damage forms on the bottom of the dials, so you only see it when the burners are on.
