“I set the bottom oven to preheat 350. It shows it is at 350 quite a while before the oven is actually at 350. I have tested this with an appropriate oven thermometer. Can it be fixed so when it says it is at 350, it really is?”

Pull the center divider out and make it one oven, or just give it more time to heat. I do that for both.
