It would depend on the software. If it's PC based software, then NO. However, speaking from experience, I have been using an EXCELLENT Bluetooth OBDII scanner which also does diagnostics and, like most these days do, has an Android app which WOULD therefore be compatible with this device. Basically think of it like this: Chrome OS=Android Phone.. anything you can do on Android you can do there and will even download from the same place, Google Play Store.
