Its unlocked phone, you can use it with any other cellular service anywhere in the world. When they say activate now, they mean activating a line with certain cellularservice in order to get the specialdiscountprice, otherwise, you will pay full price. Keep in mind some countries might use different bandwidth or frequency that could only affect the speed.

However if you are going to use it on some networks (like Straight Talk) they will lock it to be used on their network. After that you can't use it with another carrier unless you unlock it with their help, I hope.
