• Since it is unlocked, yes, it can work with 2 sims. One from the US and one from Mexico.

• You can receive voice and text/SMS automatically on either SIM without having to toggle; you can set outgoing voice and text/SMS as either one SIM, or the other, or 'ask every time' [you initiate and outgoing]; cellular data is the only one you have to toggle and specify which to use (it won't use both at same time)
