Hot Spot using a Smart Phone is always an additional fee. To prevent it from being an additional fee you would have to root your phone (which is never a guaranteed method of success, and you might brick your phone turning it into a giant leather paperweight) Or you could download an application; to do so: Turn your Smartphone onto Airplane mode. Turn off your Smartphone. Take the SIM Card out of the phone. DO NOT LOSE! make sure that your Smartphone is still on Airplane mode, but turn on the Wifi. NO GPS OR DATA CONNECTION!!! then go onto the play store, look up hot spot apps (I personally like the FoxFi app, though it is an expensive alternative). Download the application. After the application is downloaded, and installed onto your device, restart your cell phone and turn the airplane mode off. This prevents your phone from recognizing your affiliation with Verizon, AT&T, Sprint or T- Mobile, who constrict certain applications from showing up. :) ENJOY!
