After receiving my unit, I'm being told the promotion changed and I'm not eligible for it! Changing the rules in the middle of the game is never a good thing!

Then at checkout they will use the $200 gift card which will lower the total to $130. So yes they do allow you to use the gift card on the purchase cost but it gets used as a $200 payment not a $200 discount due solely to tax purposes. (They have to tax the total cost of phone)
