The lower price only applies when you activate the phone with AT&T, Verizon or Sprint. If you use another carrier you have to pay the higher price. From Best Buy: " We're currently only able to activate service on this unlocked phone with Verizon, AT&T and Sprint. If you prefer to use a different carrier, you can buy it today and activate service later. Either way, this unlocked phone allows you to switch carriers whenever you want."
