No, unactivated simply means that there is no plan/contract on the phone, as in you didn't buy the phone and put a number on it. Unlocked means that it can be used on different carriers. So instead of buying a Verizon Note5 or a Sprint Note5, it would simply be a Note5 that you can put on whichever carrier you'd like. Hope that makes sense!
