You can pay off the phone after the first month if you so choose to do so, however, in doing so you will forfeit the remaining 23 months worth of credits, and will only receive credit for the actual non promotional value of your device, less any credits already given to you.

Yes you can. You can pay any amount towards the phone in order to pay it off sooner.
