Based on my research, Bixby cannot yet be deactivated on the Note 9. There is an app, bxActions, which allows you to map functionality to.the Bixby button. Regarding the transfer of Pictures to a USB Flash Drive, just go to the My Files app, select the pictures you want to transfer and then either copy or move them to your Flash Drive. Hope this helps. Please try again later.Bixby cannot be deactivated per say, however there are guides on-line that walk you through minimizing it's presents as much as can be done without flashing a custom ROM. As for transferring pics to a USB stick, yes you can by using the adapter that came with your phone. I have a case on mine that prevents me from plugging my adapter in, however if your situation is like mime, there are cables out there that will work as an extension.
