You can buy this phone without activation. Unlocked device price last I checked is $1,199.99. But with new activation, you can buy it discounted for $900. Device upgrade for existing customers also available along trade in credit for your old phone. That case you would have to go to a Verizon store but most locations are out of stock. So I bought one at BestBuy as recommended by Verizon.
