Yes the S24 is hearing aid compatible and it does have the 5.3 bluetooth

The Galaxy S24 Ultra does have Hearing aid support to improve the sound quality to work better with hearing aids. From Settings, tap Accessibility > Hearing enhancements and tap an option: Hearing aid support. The S24 Ultra offers Bluetooth v5.3.
