• If the unactivated phone is unlocked and is a GSM phone yes it will work, otherwise to make it work U have to unlock it. There are websites that unlock GSM phones at a little cost.

• no the phone is locked to at&t and will only work if you were to get it unlocked from at&t. Even if you buy the unactivated device they still are locked
