• No you can't sorry for the bad news, the band that at&t uses is diferent from the one in verizon so there are phones made for verizon only that woks also in sprint and phones made only for at&t that also works with t-mobile.

• If your phone is "unlocked" then yes, but if you bought it from Verizon, it is probably locked onto the verizon network for good unless you can jailbreak it.
