As long as they activate it in the store then yes!

When you purchase the phone it has a sim card that comes with it. The sim card tray is at the top and the phone kit comes with the pin to open the tray. The tray holds both the sd card and the sim card. You have to call your phone company and switch over to the new sim card. Then insert the card. At that point, it will be activated and ready for use.

Yes, it is ready to use. If you need to transfer data, need to talk with Best Buy team.

Mine came fully charged and ready to go. I just went to my Google play and it did the rest.

You would need to set it up on the AT&T network.
