No. It's EITHER (a) $199 one-time cost if you sign a 2 year contract (for you voice/data) *or* (b) $33/mo for 24 months if you choose the device payment plan. Do not that, if you do the latter, Verizon will credit you $20 per month (Verizon Plan) or $25 per month (More Everything Plan, if you are still on this) to offset your $40/mo line access cost WHILE you are on a device payment plan. This means your net cost is $8 a month. However, it essentially locks you in to either pay off the phone (over 2 years or earlier) OR trading it in when you have paid enough of it off (I think it is either 50% or 75% - I've been on a device plan for 1.8 years and it's 75% must be paid, but I thought I read they changed it to 50% for new device payment plans).

The monthly fees are spread out to 24 months but it adds up to almost the price of the phone with out a contract (very expensive if you look at it his way). What Verizon does to offset it though, is to waive your monthly data fee of $20 , so basically you are paying just a little more per month (like $13) to get this phone. All I had to pay on the spot was the taxes for the phone. This option allows you to not have to lay out the upfront cost ($199) but makes you pay a little more in the long run.

This is Verizon's plan where they discount your data line from 40 to 20 and you pay for your whole retail price of the phone (approx $700) over 24 months. So technically, you are paying around 300 for the phone at the end of 24 months. Just makes it easier for people to pay monthly than outright.
