Call AT & T and tell them you are considering going to a different provider. I think they will be very accommodating about finding you a new and cheaper plan! I have done so two times and have been pleased!!

Yes, you can buy a phone through any carrier or a carrier unlocked version.

You can buy it without a contract from best buy directly. They sell unlocked phones.
