Unfortunately, no. Apple restricts this to Apple devices only. You can use Google Hangouts on both iPhone and Android to make video calls, give that a try.

You can download Google Duo https://g.co/kgs/1E3uwJ on your S8 (pretty much any android phone). The install is a breeze. The "work-around" is that you have to send contacts whom you would like to "Face time" with a link (via text message) and then the iPhone user has to add you via a link.
