• Sprint is the one that charges activation not Best Buy. Best Buy will set it up for you for free.

• Best Buy can't do anything with the activation fee. After you buy and activate the phone at Best Buy you would then have to contact Sprint to get that waived. I would make sure that you have back up that says Sprint offered that, like an email or whatever you have that said that. Sometimes Sprint will just do it and sometimes there are conditions, like a NEW customer or a pre-order, or ordered online through Sprint.
